Water Tank Inspection Types and Purposes

Work-In Progress Inspection Procedures: To assure compliance to written specifications and industry standards.   It is the responsibility of the Inspector/Inspection Agency to administer and implement the inspection procedures deemed necessary to verify and attain pre-established quality levels.   Field inspector should be thoroughly trained and technically qualified in all related quality assurance procedures, testing methods and documentation procedures.  


Will include, but not limited to;  Pre-job conference, on-site inspection / understanding of specifications and material data sheets / Pre-inspection of contractors equipment and materials / Ensure protection of owners’ equipment / Monitor ambient conditions / Perform visual inspection of blasting – painting operations / Perform required tests on blasting – painting operations / Ensure proper house cleaning / Record all of the functions that are performed / Maintain all documentation as required by Inspection Agency and Owner.  Emphasis is placed on gathering information to aid the owner in a possible failure analysis or in any arbitration that may develop in the future.    


Pre-Maintenance Tank Inspection Procedures: Information is gathered on the tank site and recorded in accordance with professional water tank inspection criteria established by AWWA Standards, NACE Guidelines and will satisfy TDEC – Division of Water Supply 5-Year “Professional” Tank Inspection and Reporting Requirements.


All available information regarding past cleaning, re-coating and maintenance activities should be included to help establish a maintenance history of the tank.  

All relevant information to include, but not limited to, tank type and size, location, builder, age, safety systems, climb prevention shields, foundation, structural members and condition, exterior coating system type and condition, inside liner type and condition, tank equipment type and condition, structural integrity, appurtenance, corrosion issues and potential pitting concerns, sediment type and amount, water quality and cleanliness, safety concerns, and security issues to help safeguard against possible unauthorized access to the tank or water supply, in addition to all other relevant information available will be recorded in a written report with maintenance recommendations substantiated by color photographs.  


Written report should include information on all aspects of the tank, parts, accessories and structure as outlined in current AWWA Standards.   The information gathered, along with close consultation with the owner, is used to make the most effective cleaning, coating and/or maintenance recommendations available.


Water System Storage Tank Inspection Survey: This type of inspection is intended to include all water system storage tanks within the water system, including clearwells, and will include a one page Tank Inspection Survey Report with digital photographs of all exterior and interior surfaces of each tank within the water system.  


Tank inspection surveys will establish the general condition of exterior coating systems, interior liners, tank equipment, corrosion issues, type and amount of sediment, water quality and cleanliness, safety and security issues of each storage tank within the water system.  Periodic surveys can greatly assist owner representatives by monitoring actual conditions of each tank to prioritize, fund and schedule required maintenance activities.
